The city of Atlanta has been faced with an upward trend of discrimination in their hiring and promoting practices -- <b>discrimination against whites. </b><br />
<br />
Many say this is a good indication of the general state of Georgia governments and their hiring practices as well. And certain officials have found reason and promise to look into the hiring practices of other municipalities in Georgia.<br />
<br />
As far as the City of Atlanta violations, one man has been <b>awarded $1.18 million dollars</b> in a <a href="http://www.wsbtv.com/news/news/local/judge-awards-118-million-discrimination-lawsuit-ag/nXCFR/" target="_blank">discrimination lawsuit</a>. He was denied a promotion by a black.<br />
<br />
Commissioner Emma Darnell wanted to replace an African-American female who left the position, with another African-American female. Darnell stated, <i>"there were too many white boys on staff." </i><br />
<br />
The city of Atlanta located in Fulton county has had its share of discrimination lawsuits in recent years. According the Census Bureau, Fulton county is practically identical in race demographics but blacks in terms of employment, represent <b>83 percent of the county government jobs</b>. Savannah will not follow suit, because they are the leader of anti-white hiring and promting practices . It will only take one white to file a suit for the citizens to realize what is going on. <br />

The city of Savannah, Board of Education and Chatham county governments already consist of 93 % blacks employed and there are 64% blacks living in the confines of Savannah city as of 2013. As far as promotions, one only has to look at the current day leaders in these governments to see the discrimination. <br />

dedicated conviction. So convicted that their first priority of
business isn't business at all, <i>it's personal</i>, their skin color.

Former mayor, <a href="http://mp1219.blogspot.com/p/what-former-savannah-mayor-otis-johnson.html" target="_blank">Otis Johnson</a> publicly
admitted his <a href="http://mp1219.blogspot.com/p/what-former-savannah-mayor-otis-johnson.html" target="_blank">anti-white regime</a> many times over. Current mayor and
former mayor pro-tem under Johnson – <a href="http://mp1219.blogspot.com/p/a-matter-of-consensus.html" target="_blank">Edna Jackson</a> , was elected
because she has been a member of the National Association for the
Advancement of Colored People ( NAACP ) for over sixty years. The
NAACP went all over Savannah on Jackson's behalf, signed up black
voters, rounded up black voters, gave black voters rides to the
polls, coffee, lunch, and most likely liquor shots and cigarettes
too. All based on the color of one's skin, all this – just to get
votes for Edna Jackson.</div>

Without the aid of the NAACP, Jackson
would not have been elected mayor.

banquets, fund raisers, <a href="http://mp1219.blogspot.com/2012/10/mayor-attends-prejudiced-nfbpa-event.html" target="_blank">scholarship programs</a> and is retired from
Savannah State University, an historically black college/university
(HBCU).

Savannah to have; the perception of the non-black taxpayers, is that if you
must separate yourself by your skin color – you are not capable of
offering the best outcome to benefit all taxpayers .

Jackson is not being truthful when she
states that she wants a United Savannah, something she knows, will
never happen under her leadership as long as her first priority is
her own skin color, and with her continued use of segregation ,
concerns and convictions, all exclusive to those with skin color the
same as hers.

Which brings us to the recent crime in
the news.

<a href="http://mp1219.blogspot.com/2012/08/chatham-countysavannah-school-system.html" target="_blank">64 % blacks attend public schools in the Savannah school system</a>, black juveniles are the helm of the majority. With this ratio, it is expected
that most crime in inner city will be committed by a black juvenile. It isn't a racist thing, just the facts. It's denial from city hall to not acknowledge this. Instead they try to hide it. </div>

There should be grave concern when
crimes are committed against anyone. However, awareness by our leaders should peak

year when multiple shootings occurred during a very crowded fair
event in a known black neighborhood, a neighborhood already

Savannah.<br />

A man who says he was beaten in Ellis Square a week ago was flown to Atlanta on Friday.<br />
<br />
<br />
Andrew Quade said he was attacked because he was walking with his African-American girlfriend.<br />
<br />
Quade's father said his condition got worse and he was flown to an Atlanta hospital to have surgery on his eye.<br />
<br />
Savannah-Chatham Metro Police are still investigating and say they have video of the altercation.<br />

One would think , the Savannah Economic Development known as SEDA <a href="http://www.seda.org/">http://www.seda.org/</a> would be a good place to look at demographic data for the Savannah/Chatham area.<br />
<br />
However, SEDA is misleading those searching for actual data for the City of Savannah and Chatham County, especially those with school age children.<br />
<br />
For instance it was brought to our attention that young people looking to move to Savannah wanted to know about the racial make up in the city and how that reflects in the public school system. <br />
<br />
The data available at SEDA states that in the Savannah MSA<br />
<i>(What does MSA mean? Would you know?) </i><br />
<br />
We searched SEDA for the meaning of Savannah MSA.<br />

The city of Savannah claims NFBPA is an <span class="st"><i>allowable expense</i> under professional development. </span><br />

Since payment of their dues (by the City of Savannah) is considered compensation at the IRS, and it cannot be deducted as a business expense. <br />
<br />
This compensation should be reported to the <span style="background-color: yellow;">IRS</span> and the employee must pay income tax on this compensation. <br />
<br />
Annual dues for an individual were $210. NFBPA also offers Business Membership Dues in the following Categories:<br />
<br />
• EXECUTIVE (Platinum) - $5,000<br />
• MANAGEMENT (Gold) - $3,500<br />
• ADMINISTRATIVE (Silver) - $2,500<br />
• PROFESSIONAL (Bronze) - $1,500<br />
• INTERN (Contributor) - $500<br />
• PATRON (Below $500). <br />
<br />
But the city of Savannah declares the individual memberships as "<i>Professional</i>" memberships. Yearly FORUMs are usually held each April, Leadership Conferences are held in February , and in between there are scholarship banquets,and then there is a Summer Leadership Conference held in August, and all require a registration fee.<br />

The city also on 7/2/2010 paid BRAVO MUSIC COMPANY 385.00 as a "<i>Professional Membership</i>", first, this is a conflict of interest since the city manager sits on the board of BRAVO music company and second, the bravo organization only promotes the black race and no others. Bravo stands for:<br />

Van Johnson, Savannah city council member and employee of Chatham county is listed at the National Forum of BLACK Public Administrator (NFBPA) site under nationwide council of presidents (COP) for Savannah METRO. In the contact information, Johnson lists his Chatham county public service email address that is supposed to be used for Chatham county business as a way to contact him concerning NFBPA business.<br />
<br />
The big question is this: <b>WHY </b>is this email address being used in this way? Why should the taxpayers pay for Johnson to receive emails from NFBPA while working on Chatham county time?<br />
<br />
Johnson also gives a U.S.Postal address for City Council, as a way for NFBPA members to contact him concerning NFBPA business, and this is on the City's dime as well. <br />

She is not just active in this organization at the local (Savannah) level, but was elected to the <b>national board of directors</b> <a href="http://www.nfbpa.org/i4a/pages/index.cfm?pageid=3281"><i>(her photo is at this bod page)</i> </a>of the National Forum for Black Public Administrators in <a href="http://savannahherald.net/prince-hall-mba-hosts-the-warren-jones-jr-gala-affair-p609-1.htm">April 2010</a>.<br />

What this means is, RST will need to travel to forums and other places to speak to people to PROMOTE BLACKS ONLY, at the National (around the USA) level. For instance the National Forum happens soon, around April 16th 2011 in Chicago, Small-Toney is likely to attend since she sits on the NATIONAL Board of directors. <br />

The total cost of such a trip could cost <a href="http://mp1219.blogspot.com/2011/02/nfbpa-sav-chapter.html">$6,000 at least</a>. <br />

Taxpayers should not be paying for Rochelle Small-Toney's personal memberships/forum attendence cost/ airfare/ lodging/ food for NFBPA. Thank you for reaching out to us. These expenses (NFBPA) should most certainly be paid for out of personal funds. The fact remains that these individuals are only out to serve themselves. In Plainfield, NJ, we have a huge problem with our Municipal Utilities Authority (MUA). Almost everything they do is unchecked and permitted to happen because they are appointed by their cronies. We will continue to fight this injustice and bring it to the attention of our Governor. There have been some arrests lately at other MUA's so we do have hope these individuals will be brought to justice. In the year that you <a href="http://mp1219.blogspot.com/2011/02/nfbpa-08-cost-city-18-82587.html">posted that information about Carol Brokaw</a>, she went on 6+ trips. At the time, she was also getting $140 per day for "travel expenses" even though everything was pre-paid with public funds. And the summer meeting is held in Washington, DC together with annual leadership awards dinner. The NFBPA fall leadership meeting for Oct 15-16, 2010 was held at The Fairmont San Jose Hotel San Jose, CA<br />

Expenses for FORUM, leadership awards dinner, training, lodging, and conferences could tally over $6,000 a crack.<br />
<br />
History proves the connection to NFBPA began in Savannah/Chatham/Liberty/Hinesville area ca. 2006, and has shown progressive expansion to include over 320 members to date.<br />
<br />
Annual dues are now at $210 a year for an individual. Not to mention the local forums that have an unknown cost. <br />
<br />
Let's add that up. Suppose all 320 members work for Savannah govts?<br />
That would be, <br />
$67,200 a year just in dues, paid by the city/county to NFBPA. Does the city list this expense as a "long term committment" Just wonderin.<br />
<br />
What municipal purpose does paying NFBPA serve? Dunno. Anyway. <br />
<br />
Let's say they all went to the spring forum and fall leadership awards conferences. <br />
$1,920,000, yep one million nine hundred and twenty thousand.<br />
<br />

You read that right! <br />

So, the realistic version is this;<br />

An additional burden is placed on Savannah taxpayers by the election, appointment, hiring, promotion and continuous employment of members that belong to the National Forum for Black Public Administrators(NFBPA).<br />
<br />
And based on the above figures, the election, appointment, hiring, promotion and continuous employment for individuals who are not black, saves the city about $ 1,987,200 a year.<br />
<br />
Astronomical expenses have never been paid out for employees that are not black to attend these types of things in celebration of the color of their skin. And, this may be indicative of the shortfall that happened since 2006 (under Brown's watch) and continues to accrue today.<br />

This is an idea of what expenses would be for NFBPA national board director activites in 2008. The total equals <b><span style="color: red;">$ 18, 825.87</span> </b>for the year of 2008, outrageous! <br />

Seems if they would have hired anyone but a black, they would have saved over eighteen thousand dollars that year. In Savannah, that would have helped pay for one laid-off hourly worker's yearly salary or a month and a week's salary for Rochelle Small-Toney who makes over $15k a month. And, with the number of NBPA members working for the city well, you do the math, is it no wonder the city is broke??<br />

Rochelle Denise Small-Toney resigned from assistant city manager in Charlottesville, Va and later was hired to fill a vacancy left at the city of Savannah by the retirement of Israel Small.<br />

<b>Skewed process taints manager search</b><br />

Among its many nonprofit functions to improve U.S. local governments and the professionalism of city and county managers, the International City & County Management Association (ICMA) conducts a multitude of surveys. Its most recent State of the Profession Survey was done in 2009 and sent to all 7,237 city governments with a population of at least 2,500 and to 1,311 county governments.<br />
<br />
A total of 2,214 (26 percent) of city and county managers completed the survey and 1,998 (23 percent of those surveyed) answered the question as to their race. Of those 1,900 (95.1 percent) were white, 51 (2.6 percent) were black, and 47 (2.4 percent) were of other races.<br />
<br />
It follows that the racial breakdown of the search universe for our city manager should have closely mirrored those statistics. Applying those percentages to the pool of 86 Affion candidates interested in the Savannah vacancy, it should have approximated 82 whites, two blacks, and two of other races.<br />
<br />
By extension, the eight resumes selected by Affion for review by our city council should have been roughly 7.6 whites, 0.2 blacks, and 0.2 other. However, the search firm presented six blacks, two whites, and zero others. Quite obviously, Affion received instructions from the city to deliver an overwhelmingly black slate of candidates. Otherwise, the odds of such an outcome are extremely remote if not impossible.<br />
<br />
When Mayor Otis Johnson was elected many whites voted for him instead of the white candidates, Dicky Mopper or Frank Rossiter. But since the deck was stacked in favor of blacks in this hiring decision, Otis and company have undermined the ability of black candidates to garner white support in the next election.<br />
<br />
Worse yet, as highly educated people and public officials, they're setting very bad examples for young enlightened blacks who rely strictly on merit and strong work ethics. Rather than burying affirmative action, reverse discrimination against whites, and racial cronyism, the bad examples are promoting it.<br />
<br />
Equally disturbing is the handling of Acting City Manager Rochelle Small-Toney's bonding problem. As interim city manager, it's her responsibility to ensure city employees are in compliance with the city charter, ordinances, etc. If indeed she didn't know about the bond requirement, she's incompetent. But given her 20 years in city management with the last three in Savannah, most likely she knew and didn't comply, which is malfeasance. Instead of terminating her, or so much as disqualifying her as a candidate for city manager, Otis circled the wagons to protect her and, incredibly, not one alderperson objected.<br />
<br />
On the Affion Public website, the closing line of our city manager search criteria reads:<br />
<br />

<i>"This individual must be able to adhere to the highest ethical and moral standards and be able to display transparency."</i></blockquote>
<br />
If the one hired actually lived up to those standards, he or she would be in a snake pit. Let's hope we can get past this sad chapter in Savannah history and base hiring decisions strictly on merit.<br />

Alaska, Colorado, Connecticut, Delaware, Hawaii, Idaho, Indiana, Iowa, Kentucky, Louisiana, Maine, Michigan, Mississippi, Montana, Nebraska, New Hampshire, New Mexico, North Dakota, Puerto Rico, Rhode Island, South Carolina, South Dakota, Tennessee, Utah, Vermont, Washington, West Virginia, Wisconsin, and Wyoming have no chapters of this racist group but Virginia and Georgia do. <br />

Savannah created their group in 2006, some 43 years after discrimination was outlawed. There are at least 18 department heads at the city who are black. <span style="color: red;">UPDATE: 2012</span> (30+ dept heads) There are actually more blacks working at the city than any other color/race.<br />
<br />
Ii is clearly understood and recognized, that there is absolutely no need for this group to be in existence in Savannah. As many public schools in Savannah reflect the inner city population and are 90 + % black. <br />
<br />
And there are many more groups in Savannah just like NFBPA. Only for blacks.<br />
<br />
The Civil Rights Act of 1964 outlawed major forms of discrimination including racial segregation. One major thing the Act did was end unequal application by facilities that served the general public. Why is there a problem today at Savannah's city hall then? <br />
<br />
Why do blacks want to keep separating themselves into these groups?<br />
Is it so they can say, so-and-so doesn't like me because I belong to XXX Black organization? Is it to keep a "trump" card handy? <br />
<br />
Everyone knows these organizations are racist due to the fact that the only reason for the organization is the color of one's skin. How can one in public office, belong to an organization based on skin color, and make fair decisions in public business? <br />
<br />
